IPA has developed particular expertise in district energy, covering both district cooling and district heating. This expertise has been focused on advising governments and national sector regulators on the development of policy and the creation of a regulatory framework which not only facilitates the development of the sector but also encourages the expansion of district energy service provision.
Our experts are experienced at advising on the evaluation of the benefits associated with district energy projects, the assessment of constraints to the expansion of service provision and the creation of strategies to overcome those constraints, in particular through the development of contractual structures which allocate risk to those best able to manage it. Our experts have also developed targeted action plans aimed at achieving the greatest expansion of service provision in the most cost-effective manner, highlighting the actions required of government entities and other stakeholders.
Our experts work with national sector regulators in the creation and development of the economic and technical regulations underpinning new regulatory frameworks for district energy. In developing such regulations, our experts draw on their cross-sector policy, market and regulatory design experience to assist with internal reviews, development of consultation documents, discussions with stakeholders and finalisation of the regulations.
