IPA’s PPP Team works with government and private sector clients to provide advisory and support services to evaluate and facilitate the implementation of PPP transactions in the utilities and infrastructure sectors. We assist with the financial and commercial structuring of projects’ long term contractual arrangements to maximise the value position for our clients and optimise risk sharing among project stakeholders. We also act as transaction managers, supporting our clients in directing the advisory team as it completes the required analyses and studies, in preparing tender documents, and in managing the tender process from initial project announcement through to negotiation and financial close.

We offer support throughout the PPP project lifecycle:

  • Pre-bid Phase
    Conducting project feasibility studies, including risk analysis, financial modelling, public sector comparator (PSC) and value for money (VfM) assessments, the assessment of the financial and commercial implications of long term contractual arrangement, and sector-specific market analysis. Providing introductions to and briefing potential lenders and drafting tender documents;

  • Bid Phase
    providing bid support and process management, proposal evaluation and stakeholder engagement; and

  • Post financial close
    Supporting negotiations on concession arrangements, financing agreements and hedging agreements. Advising on any changes to the financial or commercial terms, including the refinancing of senior debt or equity, and equity sale/purchase.
