Gas market and strategic master plan for the Euro-Arab Mashreq Gas Markets Project

EuropeAid, on behalf of a number of regional stakeholders, sought to contribute to the integration of the gas markets of Egypt, Jordan, Lebanon and Syria with a view of creating a regional internal gas market to be integrated with the EU internal gas market.
As a part of this project IPA assisted with the establishment of the Euro-Arab Mashreq Gas Co-operation Centre (EAMGCC) as a new regional organisation for co-ordinating the development of gas networks and demand markets in the Mashreq region, and developing links with EU gas markets. IPA also prepared a Gas Master Plan and Network Development Plan for Egypt, Jordan, Lebanon and Syria. This involved conducting a number of detailed gas project feasibility studies and development plans for promoting these to potential financiers.
To ensure the market development scenarios would be in line with EU benchmarks, IPA reviewed the legislative, regulatory and institutional frameworks for gas in Egypt, Jordan, Lebanon and Syria and made recommendations to facilitate legislative co-ordination and market development. This included the drafting of legal and regulatory framework documentation. To ensure knowledge transfer to the client, IPA also developed and delivered various training programmes in modern gas technologies, legislation, regulation and gas industry management techniques. This also included advice on the negotiation and exchange of information agreements with EU universities and other relevant sector organisations.
The work conducted by IPA, as a part of the consortium, provided the stakeholders with a robust framework and guidelines to implement their long term strategy of developing a regionally integrated gas market and integration plans with the European markets.
